As we close out 2025, we want to thank you for your continued participation in Victoria’s portable long service leave scheme. In FY2025, we paid a record $241 million in benefits to construction workers and registered more workers than ever before – 257,738 in total across Victoria. Your compliance and support help ensure construction workers can take a paid, well-earned break, coming back refreshed, which in turn supports the vitality of the construction industry.
This past year saw significant progress in our journey to becoming a modern, digital regulator. We strengthened our compliance capabilities with an in-house litigation team and secured two landmark Supreme Court rulings that further clarified employer obligations and the broad scope of the scheme.
In the coming year, our priority will be to make compliance easier for you through smarter digital solutions that will streamline employer registration and simplify quarterly returns. Less admin for your business, better outcomes for workers.

Your quarterly return for October-December 2025 is now ready to complete.
Deadline: 14 January 2026.
How to submit:
1. Log in to your LeavePlus portal
2. Click on Returns in the left menu
3. Open the current quarter’s return
4. Record your workers’ service details
5. Submit your return

This year, we strengthened our compliance capabilities with an in-house litigation team and data-sharing partnerships with the Victorian Building Authority.
Two landmark Supreme Court rulings – Detector Inspector and EnergyAustralia – further clarified employer obligations.
We’re here to help you meet your obligations. Avoid penalties, interest charges, and potential court action by keeping up with your reporting and payment requirements. To help workers, we may seek Court orders against employers to:
+ Obtain outstanding information
+ Pay fines and legal costs
+ Record a criminal conviction
+ Pay debts owed plus interest.

From 1 July 2026, all lift and escalator repair and maintenance work will be covered by the construction industry portable long service leave scheme.
This change, approved by the Victorian Government, aligns maintenance and repair work with installation and refurbishment work, which has been covered since 1978.
What this means:
Reduced admin for employers: You no longer need to track installation and refurbishment work separately from maintenance and repair work. It will all be reportable to LeavePlus.
More workers benefit: Workers who carry out maintenance and repairs – not just installation work – can accrue portable long service leave across multiple employers in the construction industry.
We’ll be providing employers affected by this change more information in the new year.
